Hmm 🤔 I think you are right about it being a “bind rune”. The dominant rune in middle is the ice rune. Blocking thought & reinforcing runes around it.

The ice rune looks the same reversed (merkstave) & thus could also contain deception/illusion/stealth/ambush properties which makes sense in terms of Bluetooth as a back door brain hack.
