If twetch traffic keeps rising, will the cost per impression approach a level in which advertisers/spammers are getting too good of a deal?

No. Features will change, and blocking/muting/other moderation of your own feed will be put in place over time.

Rewards for spam catching might incentivize people to do it more to catch more

Should be all market driven, meaning the punishments are a removal of my attention, therefore you can't make money from me... Unless you pay the price to get my attention. I might then decide to lower that price, or remove it if you demonstrate value.
@nondualrandy I think that the only & simplest solution to this problem is : ability to mute or require a price
