None of this is confirmed but I do have some deep sources. I am an independent contractor regularly working w/ US Army Corps of Engineers, NY State, NYS DEC, FEMA, and the National Guard. This info is to be taken as precautionary:

Mobilization of emergency medical resources is heavily underway. Over the next few days # of cases in this area is going to skyrocket due to finally having access to substantial quantity of test kits. The infection is already rampant among the population.
The Diamond Princess is the best data we have since everyone was tested. All aboard were infected. 1% mortality rate. 65% fully recovered. 7 serious cases.
It is already understood that the confirmed cases will far exceed the capacity of both our permanent and the temporary facilities being put in place. The concern about public reaction is far greater than the concern about the actual severity of the virus.
Every effort is going to be made to avoid a tri-state area lockdown but there is much anticipation that the public's reaction in response to the growth of confirmed cases is going to force extreme measures to be taken. Expect police presence everywhere.
There is noted concern about the surge in gun/ammo sales over the last few weeks & it is extremely likely that sale of those items will be suspended in relatively soon. There is also discussion of taking measures to limit fuel purchases to restrict travel.
Lastly (for now) there is a lot of bickering/finger-pointing between Trump, Cuomo, and DeBlasio. Expect conflicting reports regarding procedures & policies with many official decisions coming as a surprise. Literally nobody knows what they should do next.

Fuel... Limiting size of containers to prevent hoarding makes sense. Don't want to let idiots start trying to resell it or stockpile it.
