What does FIFI and LIFO mean for us laymans?

That IMO means that the posts in the "Public" Stream are shown in the same order as they were timestamped on the blockchain.
I know that this statement is only true in theory as upvoting/upvalueing changes the order of the "Public" Stream.
So, if no-one would upvote any post, the order of the posts here in the UI would resemble the order of the Treechat transactions on chain (see whatsonchain).
It's not like other social media platforms that have a (For You) biased algorithm that decides what you see and not see. Their platforms are moderated and shadow-ban or remove posts that doesn't their policy. (Remember the coughit period).

Treechat doesn't have an algorithm because it is early days and there is not enough activity to warrant it. If treechat succeeds, the stream will move too rapidly for individual users to follow. Algorithms and other methods of advanced filtering will eventually be needed. But we won't be at the mercy of a single arbiter, the tech is open to the possibility of many competing front ends.

this is true, the content is onchain so many slices at the data can be attempted, our vision is to have the market drive the algo by default so the audience signals what is valuable with... upvalue
