I thought it was that, too, but I realized that it was actually referring to the nodes. Although it is true that a transaction is typically intended to be sent directly wallet to wallet, and whether that is preferred as via the nodes depends on the situation.

At least if one interprets the white paper in a strict sense. For example, "We propose a solution to the double-spending problem using a peer-to-peer network. The network timestamps transactions by hashing them into an ongoing chain of hash-based proof-of-work, forming a record that cannot be changed without redoing the proof-of-work."
And here, "In this paper, we propose a solution to the double-spending problem using a peer-to-peer distributed timestamp server to generate computational proof of the chronological order of transactions."
As the understanding of this magnificent system has unfolded things have become more nuanced with respect to "peers". But I do stand corrected!
