i don’t think that is comparable to the starship now. maybe the first starhopper test, but the starship will glide into re-entry like a sky diver and then flip around and land on its base ready to launch again.

NASA never had any incentive to reuse their boosters since they were funded by the government.

That's a good point, the private sector is innovative at cutting costs and commercialisation of prior inventions.
