I think that would work.

I'd like to see some sort of "interaction of IDs" in addition though.
Maybe this way "fake people networks" could be detected longterm.

Assuming that some governments or other entities would try to create fake individuals which would interact with each other but would never get certified by the "real people network".

Not sure if this makes sense or if I have missed something.
Or if it is even possible.
Maybe it is neglectable.
