I think the majority of people do believe that God is Love. If this is true, we aren't talking about conditional love, we are talking unconditional love… no condition would make "him" not love. Conditions like murder and war "he" would solve with love. So I agree with how you are thinking about it, I think hive mind is a good comparison, but I think unconditional love negates good or bad behavior.
