Public property is a non-sequitur so you can't easily determine what to do about it.

I don't have to determine what to do. There are LAWS that are being ignored in the name of "morality???"

Who makes these decisions. When laws are not enforced it opens up WAY too many issues. Pass laws to allow this or we become the wild west again

The police (or judges, etc.) always decide the fate. The rule of law is a myth perpetuated to make you think government is fair and impartial.
