I think adding PoW would complicate things. Locking is much more user friendly but still is an effective costly signal. I do have a lot of problems with the way it is implemented and displayed on treechat though

I can't get myself to lock. Locking a coin that just sits in a wallet isn't a costly signal at all IMHO. I'd rather give likes.

I like to support content I find valuable. On Twetch my rule was to like every post that made me laugh or taught me something new.

Likes can be sybil attacked, Twetch had this problem. People would create multiple accounts and tip/like themselves. This would move their posts up the rankings without a cost making them seem popular. It's an attack vector, locking prevents this

True. But I think that's a losing game. Especially because Twetch kept a part of the transition, if I remember correctly. Like for tipping, pow for ranking would be the ideal solution for me.

Tipping is fine with combination of locking, but tipping and likes are horrible for ranking/sorting posts
