It doesn't even have to be racial.
If people get vaccinated on a regular basis (because of mutants or whatever), you have the best possible setup for eugenics.

making them sick, infertile or killing them.

But yes, the effort being put into convincing black people to get vaccinated is suspicious af. No such efforts for latinos, asians, indigenous people
