A "stable" economy is dependent on consistency of environment.

Change in circumstances always creates shocks to the economy, the severity of which is dependent on the extent of the change.

We are living through a period of massive change.

The point is, it would be foolish to expect the economy to be "stable" during this time, or immediately following these events.

It will take time to adjust to all of the changes that have been happening, including their second, third, nth-order effects.
