Link is chain agnostic middleware. Decentralized in this context means the oracles source different APIs trustlessly and penalizes mistakes. Trustlessly connects different blockchains etc.

Why would a base layer digital money protocol need a price oracle?
This is a trivial problem, a line of code. First of all BSV Nodes have freedom to set prices any way they see fit, fast/slow, hi/lo. Second, apps can simply convert prices, it's trivial.

Already have an app in development that does this, it's a simple api call to check for price on an exchange. Business is fast, but it's not THAT fast, especially for a microtransaction business. Still not understanding. What do I pay for chainlink service?

You need data from outside the blockchain for your smart contracts you will use link to query more than 1 API to get the truth. An oracle that fucks up gets punished.
Example: Coinbase price API glitches, your contract makes mistake. bad.
