Its what I learned from Craig, and if you think economies of scale it makes sense.
This will come with utility and huge blocks though. The reason is, the bigger the miner income, the more competitive it gets for miners.
Competition = lower tx fees
Also think about the Terranode and double hash.
Craig explained already that the double hash is there for miner specialization.
The node software will be modularized in order for miners to specialize in different things such as payments, files etc
