It has now (I was asleep). There were a few 1MB blocks first, but I could see with the Merchant API that Taal and Mempool had it ready and waiting. Eventually Huobi actually mined it.

10MB seems to be the limit now for any miner running the Merchant API. However many kiddy miners are out there so anything beyond 100kb I think still means you'll have to wait a few blocks before a serious miner steps up.

It will remain a part of the blockchain forever now as the data makes up the hash of every subsequent block.

Individual miners will prune tx at some level of scale. So no guarantees the tx remains available from any one miner.
