I think he really wants to help.
People like him for some reason always ignore the corrupting force of power.
"If only the right people were in power everything would be great!"
In his case, the right people is "those who do the science".
How he manages to ignore the obvious dependency of science on corrupt power is beyond me.

That's exactly what someone would do who means well, but has a terrible lack of self-awareness.
They self-identify as "the good" and they think they are saving the world from objective evil. And, of course, the end justifies the means.
