He’s saying Bitcoin can scale to millions of transactions per second on today’s internet, but pushing to billions requires new network-level tools like IPv6 and multicast, not changes to the Bitcoin protocol itself.
With billions of tps, IPv6 and multicast ‘move from theory to necessity’. Bitcoin just takes advantage of emerging infra tech without needing to change any rules.
