There's a new project by ripeconan (mayor of Beijing) for cityonchain.com titled 'Transfer pixabay to Cityonchain'. The objective is to make cityonchain.com a more photogenic place, beginning with major cities.

He's not putting these on-chain because of the cost involved. But paying to upload these on the cloud server will result in many on-chain transactions.
First he downloads pixabay royalty-free photos, using a script. He then sorts through so he's not selecting irrelevant or royalty-paid photos. Then he uses a script to upload on cityonchain's cloud server.
