Who's idea was it to have commons with GIF backgrounds?

In my mind, it detracts a lot of value from exotics and legendaries which have GIF backgrounds.

Similar to increasing coin supply decreases the value of the coin, increasing the market of GIFs decreases the drawing factor of some exotics/legendaries.

Seeing a GIF profile picture here on Twetch is super cool, it's exotic, it's definitely not common.
