How did people agree?

By living, voting and paying taxes in a certain jurisdiction. If you don’t like the rules, you move elsewhere or vote differently. Breaking the rules is not an option.

Because this is the real world where you have to live *somewhere since you have a physical body. Good thing is you can choose where you live, countries are sovereign and there is a variety of law to choose to live by.
