Royalties work depending on the market implementation. There's no smart contract behind them. It's a marketplace decision at the moment. The amount is stored on chain and its an implementation decision to pay them or not within a purchase.

I see. So, as in the OpenSea and Blur scandals, if the marketplace has a royalty rate of 0, then no matter how much royalty is set on-chain, it is invalid.
Just curious, is it possible to enforce royalties with smart contracts for example?
