right... i think the issue is to have a protocol/policy with miners or archiving nodes about what signals/costs need to be incurred for them to store the data... for example upvalued data gets stored, otherwise you are at risk of being pruned

I don't think it is a miners job to serve dynamic information at all, except for the static utxos.
The evaluation of dynamic information/data should be 2nd layer.
Archiving nodes would be an approach worth trying.
