The reason is that the one cutting the cake for redistribution gets a big piece himself.

In a statist society there are those who make the cake, those who get the cake without making it, and those who cut and redistribute the cake.

The one who makes it is exploited, the one who gets it is privileged, the one who cuts and redistributes it is in control.

The productive class (rich and poor) is exploited by the unproductive class above (government), in the middle (largely women) and below (permanent welfare class).
