For the same reason a boat will always look like a boat. It will be formed like a drop, since this is the natural best way to reduce friction, no matter in which medium.
And this will probably also be the reason, why we will always end up with some form of collective coordination. It will always be a similar design, no matter if you call it government, private law society or anarchism. It is just about transparency and nobody standing above the law.
