Question, is it possible for gov/central banks to use the Bitcoin protocol to mine 21M coins from scratch & call it another name? could they exclusively mine without allowing others to participate, also only trade/sell with institutions that they control?

What if they made all other protocols illegal? In other words what is the incentive for them to use one of the current protocols like BTC/BCH/BSV?
