You probably know this, but the fluoride used in water supplies (and probably the toothpaste and dental offices as well) is fluorosilicic acid which is a byproduct of phosphate rock processing. Phosphate being one of the three elements in the famous "Big-Ag" industry's NPK formula for mass-production growing. There is a good book on all this called "The Fluoride Deception" by Chris Bryson.
