Plastic production has a very large carbon footprint. Should producers and distributors of plastic products pay a tax for research and recycling education? Reduce profits made from plastic, save the ocean, lesson landfills and reduce C02. Thoughts?

Free markets are superior to government intervention. A true threat to the environment, before long, will spur entrepreneurs to discern and create value mitigating the threat. Ocean waste is more due to sloppiness in management than excess of production.
Free market would work if the market is driven by the consumer. I’m not entirely convinced we are in a free market globally. Are we? Same goes with government intervention. Are we living in a day that government truly works for the individual... planet?
