People won't stop being people. They will gather, engage in conversation, shake hands and (God forbid) hug. You can’t stop it. It doesn't work. There is no new normal. You can only try to forcefully impose it. And even that will fail.

Yes. But you can withhold this human contact for some duration, periodically, and create stress enough to induce acceptance of an otherwise unacceptable change in society and the power structure.
