Order is nothing but the protection of individual (property) rights.
It is established and maintained by protecting such rights and defending them against predators.
The state does that, or pretends to do it, to be more precise, by enforcing a monopoly on the services necessary for that, and unilaterally setting the price.
Like all monopolies, this leads to the price (taxes) going up and the services going down in quality, if at all provided.
The other way is to have competing organizations that provide services like security, conflict resolution, reputation tracking, etc.
Such competing organizations wouldn't have special rights, would have to work with extreme transparency, and provide good services.

this may not be achievable but i believe humans could self-organize. It would represent true order. It would require that we are in cohesive states of being, though. That's the part that makes my proposition unachievable it seems. However, I can work on self-organizing my own affairs. The Tao te Ching comes to mind.
I have no doubt whatsoever that there are millions of people who are willing and able to self-organize. It's very hard to make the case that they shouldn't be allowed to.
Are we as a species anywhere near a level where most people are willing and able? Except for the predators, obviously?
Far from it.
But that doesn't matter. We didn't wait for everyone to think that flying was possible until we allowed someone to try. People just tried it in spite of the masses screaming that it is impossible.
I think the trick is to have EXCLUSIVE societies that take members based on reputation, skill and merit - and kicks them out if they break the rules.
The beauty of freedom is that it's not a one size fits all where everyone is forced under one roof.
