OP_RETURN data will never be pruned because a complete set of data is infinitely better then a set of data missing just one record.

For example:
I can make a program write a billion predictions with my key. If all nodes prune that data from the chain then I can selectively “insert” any of my billion predictions on chain.
If this is possible then it extremely hamstrings the potential of futures markets
