Depends on what stage of the game. Early stage is land grab. Later game (if you manage to make it that far) becomes more interesting.

And I should've specific that it's slowing population growth to increase loyalty and reduce neighboring culture pressures, as this can cause cities to "flip," which just becomes a nuisance.

Maybe it depends on which sequel you play? I prefere the fifth, and there are some situations in which you need to slow growth to prevent economic / satisfaction problems, but it's usually a result of bad decisions or circumstances

I think the same can be said for startups or ecosystems. Ideally you don't need to slow down growth, but there might be situations in which it is good to maintain royalty or flexibility

Ah yeah, the recent DLC for 6 (Gathering Storm) is quite interesting. The slow down is only temporary, as you said, for certain situations. If you start off well, the loyalty will remain high while you grow. But growing TOO fast is also a thing.
