A malicious invader occupying a society would be interested in keeping the occupied society weak, sick, poor, dumb and ignorant of what going on.
A structure set up to organize society would be interested in making society strong, healthy, wealthy, clever and conscious of what is going on.
If you look at the state as a malicious invader that has taken over society, instead of the inevitable way to organize a society, suddenly things start making sense.
The state has managed to be perceived as society itself. But it is a parasites that is making society sick.
