An entirely “free” market on labor has to mean businesses are allowed to import cheap labor.
A “small” government cannot maintain a boarder the size of say the US/Mexico boarder.

You're generalizing. Some so-called libetarians believe in open borders, some don't. Open borders isn't a central tenant of libertarianism, respect for property rights is the only true libertarian tenant.
