Oh, its not about the honesty. A costly signal that demonstrate opportunity cost is to gain ATTENTION. That is how you communicate under adversarial condition. The message doesnt have to be honest. It could be a COSTLY FAKE as well.
It's important to the receiver of the signal that the signal is honest.
Money spent on elections greatly resemble such scenario.
