It's one of the few things Bill was wrong about. It looks like a gun but it isn't. It's a reflection. There's actually a better case to be made that the final shot came from a Derringer pressed under his chin by Jackie.

Bill was fed information by the apparatus which they wanted him to leak. He later on became aware of it. They allowed him to go to all the UFO conferences and talk about the documents he had seen, but once he started saying that it was government tech and that they fed him ET documents on purpose, he didn't live much longer.

I'm guessing they also fed him the driver theory on purpose. Anyone who makes the effort to look very closely can see that the driver didn't shoot.

That his own wife gave him the kill-shot sounds crazy, but he had always been surrounded by women placed there by agencies. Marylin Monroe and Jayne Mansfield both had Church of Satan (CIA) connections. Can't make this shit up.

I'm not 100% certain, but it's a way better hypothesis than that the driver shot.
