Isn't there a sort of Cognitive Dissonance amongst the West…

Isn't there a sort of Cognitive Dissonance amongst the Western "leaders" wherein they Use Problems (or CREATE Them) to get the programs ("Solutions") they desired to come to fruition... But then they go and create problems for other supposed enemy countries that they must then fix and then the countries like Russia end up annexing entire regions back into Russia and Grow due to the problems incited by the Western "leaders"...
