Idea for Twetch to allow posting pictures:
Each pic requires a stake of $1, that is sent back automatically to the user after for example 24h. This will happen without human intervention 99% of the time.

The poster of inappropriate content now has to stake $2 & it doubles every time, but resets after a long enough time without reports.
If twetch says the picture is fine, the reporters now need to pay 4c to report & it does the same (doubles & resets)
Allow users to pay 2c to report a picture as inappropriate according to twetch policy.
If twetch validates the reporting then the $1 are split :
- $0.5 for twetch
- $0.5 among the first 5 reporters.
If you have a lot of pictures posted with a low ratio of reports, then the amount you have to stake to post could decrease.
Good incentives can solve anything.

I wonder if a block feature would also be needed. Or even a way to self-disclose that your image should be hidden behind a paywall.
Store just the hash of the image on-chain
Keep the image data on a cloud provider
Paywalls can be put in place to access an image
Problematic content can be moderated/deleted
