A friend of my sister's volunteers to help book appointments for the elderly, hospice patients, etc. and she says she has the best chance booking the ones she needs at around midnight to 3AM.

Another trick is to book them in Republican leaning counties and towns -- the availability is often higher. 😬 The drawback is that it might require more of a drive, which is a problem for some.
