A "governing framework", ironically, violates individual rights, as it is financed by theft. Claiming that such a framework is necessary to enforce and defend rights is like claiming that only the fox can protect the hen-house, that only a thief can catch a thief and only a murderer can stop a murderer. The idea that organizations that as their modus operandi violate rights with impunity are necessary to protect rights, will be looked at by future historians as proof that we are painfully retarded.
