The US government is an agreement by the people. In other words, people chose some fewer people to work for them creating some rules on when to use violence so we don't be killing and punching each other all the time by all kinds of stupid reasons.
I find it very strange when people living in democracies (maybe not your case?) talk about the government as "something else". In democracies the government IS the people.

If they're just people, why are they not held accountable for the murder of millions, and imprisonment of millions more? If I kidnap, imprison, and or murder people, there are severe consequences. Not true for the people who make up governments.

Yes. Those people who claim the nonexistant privilege to force others and violate their rights, they are called the government.
So it's not just 'other people'... it's a special kind of people that claim special rights, also known as 'the government'.
