The government fulfils that role only because we have abdicated that freedom. Freedom is like muscles, if you don't use it they shrink.
A monopoly over something is still better than the pure non-existence of that thing, hence why the government can claim they are fulfilling a positive role.
The battle to reclaim a freedom cannot have at its base the fight against the current monopoly, it must have at its base the creation and use of alternatives - even if the alternatives are created and used by a small minority, actually they always start that way. Only when you already have an alternative to defend, can the fight rally enough people to change the Zeitgeist, because now you are not perceived as a destroyer anymore, but as a defender of giving people more choices, more freedom.
