I ran PR for a project a while ago trying to do this and had some reasonably good tech behind it too for fuzzy search of patents shame it tanked after they fell for the pump and dump.

I think the issue with it is it was all abstract and the business model was around something that could work in theory but needs to work on a well used chain in practise otherwise it's an impossible sell; maybe too early too.
