This could get very fancy with circle of trust stuff, but at the least, it provides a tighter incentive to upvoting: Upvoting isn't just what I think "might" be valuable to "someone", it's what _is_ valuable to _me_! (Because I want to make sure it ranks well for me specifically in my own searches/memes.)
