This could mean adding transactions to a block or changing the coinbase transaction nonce every ~4.3 billion hashes, or giving different hashing machines different coinbase transactions, or different transaction orders to fill the block.
(Btw, the original statement isn't true. It's not *absolutely necessary* to use a different Merkle Root for every ~4.3 billion hashes. But do you know why?)
