the people stream is a stream of conversations grouped by uniques list of participants in the threads, so it's a way of seeing WHO you are talking to, and what conversations you are having with them
the starred stream is basically treechat's version of bookmarks, so you can save a thread you'd like to get back to frequently without having to search for it
