As the economist James Butkiewicz has demonstrated, Hoover’s Reconstruction Finance Corporation was working its recovery magic until September, 1932 when Democratic congressmen, determined to embarrass his administration and the banking sector, started publicizing the names of recipient banks, outing them as weak, scaring away their customers, and discouraging other banks from using its funds.
