I don't see particularly valuable top posts which have lots of comments and almost no likes, ordering should be by likes first. That is the first merit of good quality posts.

Aleks made a video about the troll payment problem of provocative posts getting paid by people replying. I think this is a good point and we should consider this economic dynamic carefully.

Earnings-based sounds about right. Although until you test you don’t actually see if that provides the best result.

I would even argue: Comments should not generate revenue for the original twetcher.

In other words, I agree. Likes indicate agreeable or informative twetches. Comments may indicate a troll post, as it is an engagement metric. This leads to sensationalism.

Yeah by earning would make definitely more sense. 9:1 ratio between like and a comment.
