You don’t get to make rules if you have no hash. NAR is irrelevant. Miners come and go freely. If they abide by the laws in their jurisdiction then there is absolutely nothing you can do about them charging 100x the txs fee cost you would like to pay. If they include all txs that meet their pricing structure they are not dishonest miners. They are signalling. If you want to signal 1000th of a cent txs fees you better make sure you have enough hash to force other miners to compete with your pricing structure.
