Even coin.dance doesn’t have the correct fee for BSV, it is lower. BCH’s fee never goes under 1sat/byte.
What you’re saying is not possible. You might have seen a glitch on their site.

No it’s not concerning. Cheap fees aren’t the goal—a free market for fees is. Only unbounded blocks can have that.
