Is there a reason that $BSV didn’t start from scratch, as opposed to forking BCH?

Yes the reason is that most people within the ecosystem are bitcoin maximalists. BSV is the true legacy of bitcoin and it is important that it's history and coins distribution goes back right to the genesis block. This was not a planned fork by the way...

checkpointing stunt among 5 entities in order to ensure that they can not be replaced by a longer chaintip of the SV chain. This is why there are two coins now and why there is also no replay protection. There is a lawsuit about this controversy as well...

... the lawsuit was filed by a company which is active in the mining space and is directed against Roger Ver, Jihan Wu, some exchange owners and also against the two BCH lead devs at the time.

Needless to say almost exactly the same exchanges which later called for #DelistSV. See the pattern there?

Remember Nakamoto Consensus ist to defend/enforce the rules of the system honestly, not to create new ones. Checkpointing consensus is not a thing I am aware off and is of course an absolutely anti-competitive behavior by the shitcoin exchange cartel.

It was important that BSV\BitCoin continued with the existing history and chain of transactions beginning with the 2009 genesis block.
